This was all Kirby, stopping and starting stories as he saw fit, since Stan had to dialogue whatever art Jack turned in..."

Kirby was following Lee's instructions to set the groundwork for a proposed Wyatt series. As noted in Mark Evanier's column in The Jack Kirby Collector #44 (and elsewhere), back in 1966 Goodman was hoping to restructure his restrictive distribution deal with DC/Independent News and publish more comics, so he instructed Lee to create more characters. Lee naturally went to Kirby and voila, we get the Inhumans, Silver Surfer, Wyatt, and the Panther, with the idea that they would eventually spin off into their own features, taking over slots in the split books Astonish, Suspense, and Strange Tales (with Cap, IM and Hulk graduating to their own mags). So during that time the new characters, including Wyatt, were all heavily involved in sub-plots that would have continued in their own series.

Alas, in 1966 DC/Independent News wouldn't change the distribution deal, so Goodman couldn't proceed with his plans to add more comics to Marvel and spin those characters into their own features...which is probably why the Wyatt plot was dropped.
